I got this cover because I sometime have to carry my computer and books when I commute and not all of my bags are completely waterproof. After using this cover in some mild spring rains it appears to perform fairly well.
It is worth noting that I do have fenders on my commuter, so I can't say how the cover handles road spray.
Also the only con is that while the cover folds up nicely when open it is HUGE. I have a 38 litre pack and it still makes it look minuscule. It seems to cinch down fairly securely, but it's kind of annoying to have the extra fabric flapping occasionally.
